Chief Executive Officer
As Chief Executive Officer, Paul Larsen oversees the management of Brookfield Rail’s network across the southern half of Western Australia.
Paul is passionate about rail in this State, and is committed to positioning Brookfield Rail to secure an exciting future for our customers, employees, shareholders and everyone affected by how well our railway performs.
He joined the company in 2003 and held several senior commercial positions prior to taking on the leadership role in April 2008.
Paul has since led the transformation of the business with more than $2 billion invested by Brookfield Rail to deliver an upgraded and modernised railway that has supported a 113% increase of tonnes transported on the rail network.
This achievement was recognised by the international rail industry with the 2014 award for corporate innovation and excellence.
General Manager Safety, People and Corporate Affairs
Megan has 25 years of experience spanning the resources, automotive, energy and rail industries in Perth, Melbourne and Sydney.
Joining Brookfield Rail in 2012, Megan’s current role of General Manager Safety, People and Corporate Affairs sees her lead the safety & environment, corporate affairs, human resources functions and the company’s RTO.
Megan is on the ARA's Rail Workforce Development Committee and ALC's Infrastructure and People Committees and is an alternate director on the ALC Board. A strong supporter of workplace diversity Megan is on the board of the National Association of Women in Operations and mentors men and women in a range of roles in operational industries and occupations.
Megan is a graduate of the AICD Company Directors Course and a CEDA Trustee.
General Manager Customer Operations
Neil Hamel has 40 years’ experience in rail and logistics operations in Western Australia, Queensland and Sierra Leone, including 20 years in the movement of major bulk commodities including iron ore, grain and alumina.
His strong leadership skills have developed through roles with BHP Billiton, Pacific National and African Minerals, in both logistics and the management of train crews, train controllers, track crews and shunting teams.
Having joined Brookfield Rail in 2012, Neil’s current role as General Manager Customer Operations encompasses the management of all customer interface services within our business, including contracts, delivery and operations.
Neil is committed to maximising the efficiency of our rail network and achieving the best possible level of productivity for our customers, whilst ensuring the safety of all services over the entire network. He delivers this with boundless energy and enthusiasm.
General Manager Asset Management & Projects
Paul Lowney joined Brookfield Rail in 2008, where he led a number of our projects including our highly successful MidWest Rail Upgrade.
This project significantly increased the capacity of the rail network to support both iron ore and agricultural sectors in the MidWest.
Paul’s commitment to the project and to Brookfield Rail’s vital infrastructure assets secured him the role of General Manager Infrastructure when the project concluded.
In his current role as General Manager Asset Management and Projects, Paul oversees engineering, asset strategy and planning, maintenance delivery and projects.
His 20 years’ experience across all aspects of railway infrastructure in both Australia and Europe has equipped him well to ensure our network continues to provide best practice performance for our customers.
Branden has over 25 years’ experience working in technology & innovation, as a business founder, consultant and senior executive. Over this time, Branden has had the opportunity to work in a number of diverse industries including IT, industrial automation, financial services, telecommunications and automated fare collection.
Branden has held leadership positions in multinational finance and technology companies and has consulted internationally on intelligent transport, smart card systems, management, technology strategy and system development.
As Director Technology for Brookfield Rail, Branden is responsible for identifying, developing and integrating innovation & technology to support and improve key business processes, as well as leading the broader technology portfolio.
Branden holds an MBA, Honours Degree in Commerce, and Diplomas in Engineering and Computer Science.
Chief Financial Officer
David Jesse has developed business experience working in both the engineering and finance sectors for the past 15 years.
After starting his career as an engineer, David then completed his Masters degree in Applied Finance, after which David worked for an investment bank, before gaining further experience in various roles at Brookfield from 2010. Here he was focussed on merger and acquisition analysis in the infrastructure sector, combined with the shareholder oversight and governance of various operating infrastructure assets, including Brookfield Rail.
David joined Brookfield Rail as Chief Financial Officer in 2017, and is responsible for both business and investment development, strategy and risk, finance, legal and procurement for Brookfield Rail.
David plays a key role in Brookfield’s growth and diversification strategies, positioning the business to remain flexible and adaptable in an ever-changing market environment.
